‘We Nations & Nationalities’ vs ‘We the People of Ethiopia’


The Ethnic Federalism practiced in Ethiopia is non-consequential to Ethiopia’s past or present social or political evolutions. Considering the unending external attempts to control Ethiopia, logics guide us to the footprints of Ethiopia’s worst enemies who designed and prescribed Ethnic Federalism also known, rather negatively as ‘Kilil-Governance’ (የክልል አገዛዝ) for the purposes of controlling the rich resources of the nation.

If we explore the deep sea of Ethiopian politics, we find the political animals as numerous as the sea contains. The concern is always about the small fish, the oppressed Ethnic people that dictators rise on their behalf, but only to fulfill their own agenda, greatness. History has repeatedly shown that, and the case of present Ethiopia makes it evident.

No one would be able to answer the question unless armed with the arsenals of democratic principles, and contradictions. The pseudo democratic minds have tried in vain, and some scholars and experts have attempted to answer the question, but only to stretch the debates to no end. Little or no progress results through applications of quasi tenets of democratic concepts that some experts tend to treat the conditions of the traditional people a little differently.
This is one other spectacular opportunity for this author to argue no more with his friend, Wallelign Mekonnen, the father of the concept of “Nation and Nationalities”, but to deliver the final messages. The debates are over and done. Here is the final chapter on which all must rest. Understanding the deep and immense love that Wallelign had for his country and its people, the author believes this brief article represents the quest and answer sought. One of us was destined to carry the burden of delivering the message to those who unwittingly waited for so long, and what a remarkable and rare opportunity to pass the message.

The Debates

To debate political philosophies, and what is good and bad, there must be some basic principles that we should accept and agree to. If we agree, for instance to travel from Addis to Dessie, we can argue about the shortest and less difficult route. If we agree Ethiopia should continue as a nation, we can argue about the best economic and political system that suits the people. If we cannot agree on fundamental matters, each of us appeal to the people who would ultimately decide what is debatable and is not. All the ills of Ethnic Federalism exposed and its purposes known, we have reached the point to debate what is good for Ethiopian people. We can fairly debate whether constitutional monarch, capitalism, socialism, and communism, is suitable to Ethiopians.

Finally, we can presume that we have reached the higher level of the political debates, and the fundamental question now is whether Ethiopia should re-continue its existence as a nation, or let it go the route where ‘Nations & Nationalities’ leads it to. The idea that Ethiopia continues on the experimental project is a drastic proposition, and only the worst enemies of Ethiopia are its proponents. The foot soldier of this mission is TPLF, the mother of Ethnic Federalism. The roadblock to change Ethiopians’ historic destiny, is the document of the phony constitution, which reads, ‘We nations and nationalities’. Experts assert the existences of two groups: 1) those who wish to live in the model house for they see their aspirations fulfilled, and their future hopes secured, and 2) those who fear that re-establishing the country as a “Nation of Individuality” would mean returning to the old ‘Amara-Tigre legacy’.

People can be their own worst enemy, and Africa constantly gives birth to these kind of people. When self-destructions become evident, preventive actions are essential to safeguard the national interest. Three profoundly chaotic conditions presently exist in Ethiopia: 1) Dictators, unelected and not constitutionally empowered govern the nation. 2) The Administrative entities that represent a pseudo Federal system have no resemblance to any other government system on the planet, and 3) the half-capitalist and half-socialist practices are volcanic explosions in the making.

Furthermore, we may agree that the present political and economic systems are not definable by any economic and political principles. No Federal System does function properly as it should when dictators rule the country. We may agree that Ethiopia’s economic system is neither capitalism nor socialism. The fact that the rulers and followers accumulated staggering amounts of wealth through vast industries and franchises they own do not make the economic system capitalism. The rulers have imposed the socialistic system upon the people, only to burden and deprive them opportunity to advance, and better themselves or simply survive. That is hardly a socialistic system known to people around the world.

The people have plenty of opportunities appearing on the horizon. Their forceful positions will materialize. Mighty citizens will emerge, and the nation will give birth to outstanding brave and wise individuals. Ethiopians have certain qualities to rely on. They can also learn from the examples and experiences of other people, and take bold actions, and make history for that is their legacy. America had repeatedly crashed the internal enemies, be it groups or States that rose against the nation. The Federal Government will not hesitate to repeat the actions today, and it does it all the time to suppress the rise of rebellions.

A leader of a country who does not protect its sovereign territories, and defend its nationals has no business to be the leader, and he is in the true meaning of the word, treasonous. A leader, who dismantles the power of the people’s government established to protect the nationhood, has committed the vilest treason of all times. Nothing justifies the inaction of the Ethiopian people against its enemies, except only under insurmountable armed occupation.

Ethiopians can also learn about Ethiopia’s justified historic actions from the perspective of other nations the World admires. America purchased lands, and annexed them to create the great nation it is today. Parallel to this nation-building scheme is that of Emperor Menelik who secured some of Ethiopia’s ancient territories. During 1861 – 1865, America fought the bloodiest war and crashed the forces of the secessionists. During 1855 – 1869, Atse Tewodros crashed the small kingdoms and established the indivisible nation. If American people hold the Presidents who expanded the country as the fathers of America, Ethiopians ought to consider Atse Tewodros, Atse Yohannes, Atse Menelik, and Atse Haile Selassie as the fathers of Ethiopia. Ethiopians have also honor the little fathers of the country who helped, and assisted to build the nation without whose roles and contributions no emperor or king would have materialized.

Nations cannot evict citizens (nationals), cut off territories of the nation, and give away land and people to other nations. These are the laws of the jungles of TPLF applied to modern Ethiopia, where the Africa Union, and many other distinguished International organizations have permanent Head Quarters. Again, nothing justifies the inactions of the Ethiopia people, unless the people are under insurmountable armed control.

The Concept of Indivisible Nation

Eritrea, Gondar, and Wollo wanted Tigray out of Ethiopia because they did not want to deal with the people of that province socially, and economically. The people of Tigray strongly opposed the unjust demand of the three very important provinces. The people of Tigray proved that they are as Ethiopians as any of the three provinces, and decided to fight to the last drop of blood to ensuring and securing their historic place within Ethiopia. The rest of the country alarmed by the demand of the people of three provinces arose and sided with the people of Tigray, and ordered the Federal Government to secure and ensure the rights of Tigray people as an integral part of Ethiopia. Through the action of the national forces, the Indivisible Nation prevailed.

The Concept of Succession

A group of guerilla fighters started war to separate Eritrea from Ethiopia. Many generations of Eritrean-Ethiopians had sacrificed their lives to build the nation and maintain its independence. The small group wanted to undo the works of generations and change the long history. The Ethiopian people wanted and instructed the leader to use the nation’s forces to protect the Ethiopian nationals and its sovereign territory. However, the leader of TPLF did not have to, and disobeyed the people. The leader, known for his pervert and warped behavior instead blessed the independence of Eritrea to the amusements and horrid reactions of the leaders of nations and International communities. Tested again to what extent he would practice and display his cowardice nature, he repeated his betrayal act against the African nations. He amused the West who had known all along that he was no Ethiopian, and found him excessively coward, and embarrassingly too good for them.

If the leader of a small group of bandits can become the leader of a big nation, and rule the people he never knew, let alone serve, what prevents Ethiopians from taking actions to protect and defend its territories and nationals? If it were ok for Isayas to use military power to achieve his mission, should it be different for Ethiopia? Will the Ethiopian people ever fail to bring the coconspirators and abettors of its destruction to justice?

The “Amara-Tigre” legacy is a perpetual phobia. This insidious political phobia has inflicted the astute minds of political leaders, and misguided followers. In the quest for “Nation of Individuality”, the democratic principles do not allow group rights. Kilil Federalism promotes groups’ (Gossa) rights. Kilil Federalism is the exact opposite concocted notion of “Nation of Individuality”. The purported “Amara-Tigre” legacy is the thing of the past. However, generations of Ethiopians will celebrate the fathers of Ethiopian Nation, Tewodros, Yohannes, Menelik, and Haile Selassie as well other many other brave Ethiopians in every locality. True Federalism requires the reconstruction of Ethiopia into provinces like those of Canada, or if necessary curving new States out of the provinces in ways that promote social, economic, and political developments.

In conclusion, support to the present Ethnic Federal government of Ethiopia ought to be with the knowledge and understanding of the three consequential developments: 1) Dictatorship, 2) Kilil (Gossa) Federalism, and its constitution that starts with “We Nations & Nationalities”, instead of “We the people of Ethiopia”, and 3) TPLF’s capitalist stomach, and socialist mind. “Nation of Individuality” is democratic and quite a natural progression to Ethiopians’ social, economic and political developments. There is not alternative to the conditions of the Ethiopian people.

The rough and long journey, the quest for the model of ‘Nation & Nationalities’ that ensures equality and justice to every Ethiopian national is about to become a reality. The remaining road, if any is much shorter than the road you last travelled from Addis to Dessie. This document contains the final message to your beloved Ethiopians past, present and future generations, those who died dreaming and fighting for it, non in vain, those who are presently trying to make it a reality, and to those who will continue the legacy of Ethiopians, having established their supremacy over their vast domain.

    Thank you for bringing up the ethnic and secessionist politics and/or policies with emphasis on ethnic federalism versus Ethiopian Nationalism to the fore front for debates of a country governed by ex-liberation fronts with disgruntled ex-liberation fronts engaged in armed struggle from outside and with TPLF as the architect of the constitution with the ideologies of ethnic federalism, secessionism and totalitarianism and/or state capitalism, a divide and rule policy, denying individual rights to the silent majority of Ethiopians particularly in terms of private ownership of land as well as its attributes to a democratic society, and central piece of a constitution. With that as a pretext, the change needed is the ratification of the constitution in terms of the flag Article 2, ethnic federalism/ethnic homelands Article 46 by resorting to original provincial boundaries, ethnic secessionism/ethnic nationalism, and sovereignty of Ethiopia in Article 8, etc. as federated autonomous states of various ethnic groups; woloye, gonedre, bulge, menze, tegulete, bale goba, borena negele, kotu, afar and issa, harrari, gojame, annuak, benshangul to mention a few out of eighty, whose identity is second to Ethiopiawinet and individual right preced ethnic and secessionist rights in a one nation, democratic state but not by changing only the preamble in the constitution: “We the Nations and Nationalities” to “We the people of Ethiopia”, although it might be the highlight and irritating part of the constitution.

    In the past there were Ethiopians who benefited from being Ethiopians: there were Ethiopians who suffered from being “Ethiopians”. Genuine ethnic Federalism is a panacea for Ethiopia, not in the way structured by TPLF for its sinister ends. For all freedom lovers there is nothing wrong for Afaars, Ogadens, Oromos and Sidamaas so on and so forth to take their destinies into their hands. This was where colonel Mengistou Haile Mariam as a “democrat” dismally failed to implement this political principle. At least give credit where it is due, TPLF partially full filled theoretically the cardinal principal of self-determination, while the losers lick their self-inflicted wounds.

It is all about domination, that is why it shouldn’t be a choice for political adminstration. What you will get is what TPLF offers whether the power is controlled by Tigre, Oromo, Amara or whatever… It is absolute naivety to expect any different.

    This is a profound statement. How many times can we start from scratch?

    The thing is no matter who comes on top, at the end of the day, it shall require the need to have a monopoly of force that checks ethnic/religious opportunists who won’t hastate to come to power by using ethnic violence.

    And when an authoritarian force is used to quell such opportunists the new government will end up having the same issues as the present one when it comes to Human rights violations; so we will end up back to square one.

    That is why whether we like it or not our best hope has to be along South Korean lines, an authoritarian government that softens over time with our encounter with it.

    Federalism and ze current region division is relatively better than ze previous.i couldnot understand ze problem wz kill.ze absent or presence of democracy is not related wz federalism.we were unilaterall and geographical separated province but zer was dictator.
    Many peoples,writters and others of Ethiopia said zere were national and feeling of Ethiopianwinet previous.but it was wrong.
    Ze small benefited group always told us diro ye Ethiopianet simet nebere.
    State of Ethiopia was established by force wz out consent of all ethinic group.
    That wy all current and previous gov faced ristance.
    For me ze current federalism is more and more better zan ze previous regime.
    But put federalism on ze paper only not lead us to success,also free institutions and free civil society should be considered and soon practiced

    But most of the commenters are Weyannes, why ?
    Why is Abugidainfo,nazret and perhaps zehabesha too, giving weyannes a forum ? Dont say democracy or freedom of expression. We have heard about the hundreds or thousands of cyber warriors working for Dehninet whose job is to spread TPLF propaganda on forums like this one.
    Let us be part of the struggle against TPLF at home by not allowing weyanne cadres to post their propaganda on all diaspora Ethiopian forums.

    I agreed.instead of destruction current federal and form again ze previous gov structure,it is better to improve and amend ze shortcoming of existing federal or kill.
    Multi ethinicities administration under one unilaterall gov,language and separate geographical boundary were seen during kings and Derg junta regime.
    But it was un accepted wz majority ethinic group.zat was wy many liberation front occurred.

    How it possible like Canada.because ze peoples of Canada are migrants of Europe and un accounted indigenous society.

    Getaw @ #5, there is no genuine ethnic federalism, whether the one structured by TPLF or whether if it is structured with the eighty ethnic groups with existing boundaries to constitute ethnic federalism contrary to state federalism with the original provinces with assorted ethnic groups to avert future boundary conflicts, ethnic cleansing and serving as prelude to secessionism simultaneous with ratifying the constitution with individual rights as the center piece of the constitution as a premise to democracy free of ethnic and secessionist politics and/or policies as the basis for the ideologies ethnic federalism, secessionism, and totalitarianism and/or state capitalism. Which ever way you look at it genuine or not so genuine ethnic federalism/ethnic home lands does not lend itself to individual rights to supercede ethnic and secessionist rights, free market capitalism to the silent majority of Ethiopians and is contrary to Ethiopian Nationalism and or the sovereignty of Ethiopia. As the author brought to the fore front for debates the originator of the idea “Walelign Mekonen”, and that idea developed into the ideology of ethnic federalism, secessionism, and totalitarianism and/or state capitalism along with crony capitalism, exploiting and having a political and economic strangle hold of the country’s resources by TPLF/political, TPLF/EFFORT and foreign corporations in terms of infrastructural projects, agro industry, Real Estate, transportation, constructions, industrial, banking and telecommunication industries with private ownership of land denied to the silent majority of Ethiopians. This brings up the options for Ethiopian Nationalism to Ethnic federalism, State federalism to ethnic federalism, individual rights to ethnic rights, with the preamble of the constitution “We the people of Ethiopia” and ratification of the constitution, the outcome of Wlalegn Mekonen’s original ideas picked up by ex-liberation fronts, with TPLF/EPLF as the architects of the constitution directly supported by the teletafi parties and indirectly supported by the loyalist opposition parties.

    The new Presidents of Ethiopia and oromia are working hard to own oromia. Oromia regions new President Muktar Kedir is evicting farmers from their land near Adama, Ethiopia. He evicts farmers then gives the lands to his close relatives and friends . He claims the late Oromia President Alemayehu Atomssa died because he didn’t have enough supporters among the farmers of Adama and surrounding areas. He says to stay in power alive one needs to surround himself with his supporters and monopolize the local economy . Many farmers and their employees are suffering while he takes their bread and butter and gives it to his close family members and friends. He claims so far the farmers didnot farm. When confronted by federal officials He says the farmers of Adama were not producing eventhough the federal and local tax records say otherwise Muktar Kedir is becoming a oneman force that is working to become billionaire overnight.

    I am moved by your article because of its analytical candor and depth of love of country. I do understand why you mentioned the four Ethiopian Emperors as “Fathers” of our Ethiopia. I do not believe that you are suggesting that we use them as our models, for each has his own narrative both problematic and laudable, and for certain none were democratic. I understand you to say that we as Ethiopians must commit ourselves to a Unitary State and non-ethnic internal political organization. That is also my great wish for years now. Moreover, I do not believe that our leaders whether in our past or currently are sprung out of nowhere, they are us: our society condensed to its very minimum and virulent in individualized doses. If one seeks understanding of our leaders, first try to understand the Ethiopian society that created them. If one has to blame a leader, include those that incubated such a person in ones condemnation. Whether it is Meles Zenawi or Mengistu Hailemariam, or Haile Selassie et cetera, they all owe their personality to a great extent to the society that brought them up. I do not mean to suggest that there is no room for “free will,” but that it is contextual.

    I want you to know that I greatly admire your expressive language and your well-constructed, emotive and beautiful sentences—a literary gem. What a great delight to read, a change from the vulgarity I read in pieces in blogs by some who write in chat and insult people (including me) hiding behind false names. Thank you very much for a great piece.

I do not think advocates the destruction of any ethnic group language and culture by contending on the current on the current ethnic federalism/ethnic homelands, a divide and rule policy crafted by TPLF by dividing the land mass of Ethiopia by major languages, when there are eighty ethnic languages, whose cultures and languages could be developed in either of the two scenarios of ethnic federalism and/or ethnic nationalism or Ethiopian Nationalism as one nation state like the united States with 50 states and Ethiopia with 14 Provinces, including Eritrea. One does not have to divide the country into ethnic enclaves as prelude to secessionism, and future boundary conflicts and a pre text for ethnic cleansing. The choice for the individuals becomes that of the negative forces of integration, the status quo with its supporting parties from within and from the outside and the positive forces of integration from outside of the current structure of the TPLF/eprdf regime to replace the negative forces of disintegration with the positive forces of integration for the individual rights to prevail over the ethnic and secessionist rights.

    The whole purpose of Ethnic federalism according to TPLF is to avoid miscreant “squatters” by all means in order to build true democracy that the country has not enjoyed for the last 3,000 years. By the way, long before Germaie Neway, Waleligne Makonnen, Tilhaun Gizaw, Girmachow Lemma, Berhane Meskel Reda etc., there were people who articulated the notion of self-determination way back in 1890′s.     Correction in #13 and response to Boko Haram @ # 14: “one does not have to divide the country into ethnic enclaves as a prelude to secessionism and future boundary and a pretext to ethnic cleansing to develop ones language and culture”. and one also could not use ethnic federalism/ethnic homelands with fuzzy boundaries as indicated in #14 “according to TPLF is to avoid miscreant “squatters” by all means in order to build true democracy that the country has not enjoyed for the last 3,000 years”, while TPLF was contending the last 100 years, suggesting superimposition of democracy over ethnic minority rule now and ethnic majority rule in the future based on ethnic federalism, which contrary to Ethiopian Nationalism.

    The Oromia territory shown in the denser blue color on the map above is totally wrong. The real Oromia when it goes independent in just a few weeks will include in addition to the denser blue shown on the map the following areas.
    1) Half of the darker green area
    2) All of the yellow area
    3) The southern half of the light blue area
    4) 75% of the light green area all the way to the border with Eritrea
    5) 60% of the read shed area all the way to the borders of Djibouti and Somaliland
    6) The whole Eastern half of the area shown as teal blue(Tigray).

    This author is wrong and confused. That gallant Walelign would despise writings like this. By the way Walelign was an Oromo himself. He was a descendant from the Wara Sehu Oromo family. This was confirmed to me by a student who was jailed together with Walelign in Finfine many decades ago. You will see this and other remarkable findings in my upcoming book. It is scheduled to come hot off the press in just a few weeks.

    Worku Tesfaye @ #7 your comment is pertinent to the Article above in support of ethnic federalism without reasons for supporting it, but with reservation about the lack of free “institutions and free civil society”, not realizing that can not be achieved in government with no independent branches of government. Nor could there be free and fair elections or fair trial and democracy can not be superimposed on ethnic rule or ethnic dictatorship, which yourself stated by saying: “the absence or presence of democracy is not related to ethnic federalism”.

    I tend to infer this kind of support comes from the loyalist opposition parties “who say “we do not have problem with ethnic federalism, but we have problem, they (TPLF, the current ruling Politbuero) dictating over us”, which is contrary to those with national agenda for unity, territorial integrity, sovereignty of Ethiopia and Ethiopians, where individual rights precedes over ethnic and secessionist rights, where free market capitalism in terms of private land ownership prevails over totalitarianism and or state capitalism for the silent majority of Ethiopians in a one nation state called Ethiopia under original provincial boundaries in preference to the current ethnic homelands that Ordofaa Hordofofaa @ #19 as prelude to ethnic secessionism/nationalism, with even more fuzzier boundaries, future boundary conflicts, ethnic cleansing is contemplating about to redefine ethnic federalism.

    M.Beyene @ #21, in reference to your last paragraph are not there to fool those with the national agenda for unity, territorial integrity, sovereignty of Ethiopia and Ethiopians, where the last item refers to individual freedom, liberty and equality to super cede ethnic and secessionist rights, but those with ethnic agenda of the “teletafi” and loyalist opposition parties in the name of ethnic federalism, secessionism and totalitarianism and/or state capitalism, which are directly and implicitly supporting the . That is where the rubber meets the road, distinguishing the positive forces of disintegration of the TPLF/eprdf regime and its mirror image and positive forces integration, in connection to ethnic federalism/ethnic homelands as part of the constitution.

    Dismantling and destroying the tplf/eprdf ethnic nationalism or
    whatever you call it doesn’t or shouldn’t mean to replce it by
    more worst outdated theories that some so-called oppositions are
    presenting us with. They are simply there to use the gap or vacuum
    that will be created to put theirs and that is nothing new but a
    recycled garbage from the Dergue/WPE ideologies and distorted policies
    that the Ethiopian people have allready dumped them and threw them into
    the garbage bin.
    This is the problem of those G7 radicals who are using the platform
    the G7 democrats created as their camoflaged vehicle to stage their
    coup against EPRDF and salvage and implement some of their recycled
    ones from the bin or to use the platform to conduct their ethnic agenda
    against Tigray and Tigrian people pretending non-violent opponents and
    manipulating and abusing the developmental democratic in an ironic way.
    also it is good to consider the issue of ownership of the struggle
    if you understand what I mean. And a ruling party must be the ruler and
    the opposition must be an opposition….not the other way around like
    what we have been observing so far for two decades where the opponents
    rule and EPRDF poses as opposition betraying all the right stakeholders
    and owners of the struggle.
    So what in reality you are asking me and want me to accept is
    like this

    Worku Tesfaye is the only one who understand the actual situation of ethiopia.The others want to ignore the reality of the ethiopian probleme.Let repeat :it is national question and solution is ethnic federal.all others discussions are wasting time.There are nations and nationalities and no one can ignore them.

    There were never unity nor integration in ethiopia there were domination ,exclusions,segregations,wars.Ethiopia was unity and territorial integrity only in the head of amara.
