Misplaced Opposition to the Grand Ethiopian Renaissance Dam by Minga Negash, Seid Hassan, Mammo Muchie, Abu Girma, Aklog Birara and Getachew Begashaw

In our April 30 2014 commentary http://www.sudantribune.com/spip.php?article50822 which appeared on several media outlets, we outlined the fallacies of the Egyptian policy towards GERD. It appears that the last few months have witnessed breath-taking diplomatic developments. For one, Egypt has returned to the African Union. It also has been reported that there were several rounds of side and formal meetings between Ministers and the Heads of States and Governments of Egypt, Ethiopia and Sudan. Egypt has also shown a renewed interest on Africa. A number of African leaders attended the recently held economic summit in Egypt which unveiled a new project that aims to build a new city near Cairo. Parallel to these on March 23, 2015 Egypt, Ethiopia and Sudan signed a deal that “ends the Nile dispute.”

In its March 23, 2015 edition Ahramonline published the English translation of the deal. http://english.ahram.org.eg/NewsContent/1/64/125941/Egypt/Politics-/Full-text-of-Declaration-of-Principles-signed-by-E.aspx. If the document is authentic and translation is accurate, we observe that (i) the document contains several complex statements that are hard to translate into practice, and (ii) many of the clauses favor Egypt much more than Ethiopia. In fact, it is not clear what Ethiopia is getting out of this agreement other than allaying Egypt’s official opposition to the dam. Indeed, Egypt appears to have succeeded in forcing Ethiopia to perform near impossible tasks as any perceived negligence or underperformance can serve as a ground for declaration of dispute. No free nation should be submitted into such a contract voluntarily.

Furthermore, a day after the signing of the “deal”, President Abdel Fattah el-Sisi of Egypt is travelling to Addis Ababa reportedly to address the joint session of the Ethiopian Parliament. Evidently, his mission cannot be anything less than selling the “deal” in Ethiopia. In short, the event appears to be a prelude for the ratification of a document that favors Egypt more than Ethiopia.

While welcoming the tripartite cooperation, we request that the “declaration” be translated into Ethiopian languages. We also ask that an open debate be held in all three countries and the riparian states before the matter is presented to the Ethiopian Parliament. In order to do so, the document should remain an MOU, be revised to address the concerns of citizens and be ratified and take the form of treaty agreement only after proper deliberations are made. Furthermore, as Ethiopia is on the eve of an election, ratification should be deferred until the new parliament is constituted.

    I believe this might be an act one of those betrayals of Ethiopian interest by the current regime. The agreement to give in to Egypt might have been concluded long time before the late PM died, with TPLF getting something out of the deal and Ethiopia loosing big time. This kind of gimmicks- a gradual release of information and a game with words (Declaration of Principles) are designed to prepare the Ethiopian people for accepting what comes to be full sale out by TPLF Ethiopia interest on Nile. Just remember the Algers agreement on Badme and this will go through the same scenario. TPLF will never be trusted with Ethiopian interest. Ethiopia has been open for sale for a while now and TPLF will never listen to your appeal for changing this MOU. There is an inherent problem with it and it is the LF in TPLF.

    IT IS QUENTESSENTIAL ERA FOR ETHIOPIA

    As Ethiopian this is a great time to be alive to witness such great socioeconomic advancement in our country. Once our country ETHIOPIA once was gripped and plagued by civil war and by endless mass starvation, today ETHIOPIA is totally different country, no civil war or mass starvation but unprecedented economic advancement in every aspect of the socioeconomic sphere. Of course, this great advancement did not come about with sacrifices of ETHIOPIANS and spearheading of positive and energetic leadership that associated with the current government. Transformation of ETHIOPIA from once symbolize mass starvation to the status of worlds 12th fastest growing economy in world within such short time did not come about easy, it took patient and hardwork within the society as well within the leadership post. The indication promises that our country will soon be the symbol of progree and advancement (like phenix rises from its ashes).
    Of course I must admite those sage who contributed (EPRDF) to such advancement deserve our recognition and gratitude.

    Keep up the good work! Your hard work will be judged by history and posterity.

    The title is misleading as if the argument is between the demonstrators and you the proponents of the building of the renaissance dam against the disagreement of Egypt, the major beneficiary of the flow of the Blue Nile River. That protest had dissipated and your argument has prevailed and now your argument is with the TPLF/eprdf regime, a conglomerate of ex-liberation fronts which won against the Derg Military dictatorship with inclination to implementing Totalitarianism, being replaced with the TPLF/eprdf regime with the ideologies of ethnic federalism, secessionism and totalitarianism and/or state capitalism, which is in contention with those under Ethiopian Nationalism, Ethiopia as a one Nation State with a national agenda for unity and territorial integrity, sovereignty of Ethiopia and Ethiopians, where the last item refers to individual freedom, liberty and equality before the law to have precedence over ethnic and secessionist rights in contrast to the current frame work of the constitution on which the protest hinges upon.

    If your narratives is with the current agreements take with the TPLF/eprdf regime by removing the misleading title on this article. As far as the silent majority is concerned the premise leads to wrong conclusion, whether one form of agreement is reached or not as long as it is not based as it is based/argued from the vantage point of Ethiopian Nationalism for unity, territorial integrity, sovereignty of Ethiopia and Ethiopians as a negotiating party.

    One thing we Ethiopians know for sure is now, that EGYPT will not be about doing the blackmailing drama against Ethiopia by pumping millions of dollars to antidevelopment and anti-Ethiopian agencies such as Eritrea,Ginbot7,onlf and olf etc.., since the GERD agreement is agreed upon and signed by mutual interest.

    Nobody campaigned against building of GERD dam, which is provocative by creating a national fervor, when there is no national agenda attached to it, while there other 22 tributaries that produce distributed energy and irrigation on an irrigable lands than the GERD which serves mainly for generating electricity mainly for export to the neighboring countries for foreign exchange with exorbitant grid infrastructure to anywhere inside Ethiopia, without due diligence of taking care of revitalization of the water catchment basins in the North and central highlands of Ethiopia to contain the runoffs in terms of water and soil conservation to avoid siltation of the current dam project as well as water and soil heading to the delta in Egypt, at expense of raising productivity of livestock and cereals in the highlands of Ethiopia, to say the least about creating a national fervor, when there is no national agenda over the GERD Project, where the beneficiaries are crony capitalists as TPLF/Political, TPLF/EFFORT, TPLF affiliated enterprises and foreign corporations with regards to contracts to the project much like the Dutch Boers of ex-apartheid South Africa.

For one thing, according to this agreement, the Ethiopians do not have to guarantee or safeguard any Egyptian rights to Nile waters. The traitor Al-Sisi knows full well that he has no legitimacy, and so rushes to enter into any agreements, even they deprive Egypt of its rights.
    The putschists are not concerned with Egypt or its people. They do not care if Egyptians go hungry or thirsty.

    In any event, we assure the whole world that the Egyptian people’s Revolution will triumph and that any agreement entered into by the coup regime, or the junta, will not be recognized, but regarded as null and void.

    The people of this homeland will not be brought to their knees. They will certainly not go thirsty. The Revolution will not only topple this illegitimate coup regime, it will also cancel all treaties, agreements and contracts the junta and the coup regime will have signed illegally in the name of the Egyptian people.

    The enemy since its arrival in our country via invasion had enriched itself and the hoddams and the ashkers for many years and never had slowed down on its exploiting and looting the resources of our country and the wealth of the people, and during the enemy’s occupation, it had leased, sold, and gave away lands and rivers to marketers, foreigners, and historical enemies of our people and country.

    The price would be stupendous for the enemy to pay; a wave of multiple patriotic attacks would soon be launched to deter the enemy from being mad and angry at Ethiopians and commit massacres on the citizens who would be ready to defend and protect that is Ethiopians’ and Ethiopia’s. No doubt Egypt has received a priceless gift from our enemy and is no high elation mood, but the enemy is on its way to its eternal death.

    Well, it is only us and only Ethiopians who make a decision on what is good and advantageous for our country and for the present and the future generation based on our will power and vision for the security of our country. The enemy should not and must not have a say on our lives and existence, and make a bargain on the lives and security of our people just it did give away farmlands to foreigners on lease for little.
    Definitely the enemy will pay the price, soon or later; for now, we shall make our people both in the homeland and abroad aware that the enemy must be dealt hard and fast leading to its inevitable death before it gravely harms our country and people.

    There is therefore only one way to stop our stubborn enemy from prolonging its life and continue to harm our very survival by selling our lands and rivers to the enemies that abated and aided it to not only to invade our country and later on to have had enriched it. AS we anticipated precisely right from the beginning before and after it came into our country via invasion, this enemy would not simply abide by the laws of the people and the lands and the wish and desire of Ethiopians to refrain itself from harming our children and country; we therefore intensify our struggle in many ways and punish the enemy for once and forever.

    You’ve got to be kidding when you said “nobody campaigned” unless just talking about yourself however, you’re right that GERD is indeed “a national fervor” today.

    Watching the election debates, the New Generation Party is the only opposition doing the right thing in my opinion. They genuinely embrace all developments and working to eventually defeat EPRDF in its own games. How intelligent you need to be to think that? :-)

    We have talked about “distributed energy” before; study shows they’re more damaging to the environment and not as economical as it is assumed.

    As Meles said once, GERD is the largest dam that can ever be built on the Nile; when we finish doing that our enemies will know we are not playing. Who says we can’t do little “ponds” here & there then after? :)

    I find the agreement somewhat plausible and the best that can be done to ease tensions among the three nations. The regime in Cairo knows very well that it can not afford to make 90 millions souls back home too angry. They have the sheer physical capabilities of changing the course of the Blue Nile just with bare hands. That river may refuse to flow West and North. It may turn East, Southeast. It looks that Assisi knows that very well. In any case, I wholeheartedly support any effort to harness nature such as rivers, wind, sun and hot geysers. This particular dam is said to have the capability of generating about 6,000MW of electricity. And that is quite a lot by today’s capability standard of that country. I am equally against shutting or significantly disrupting the flow of the river because whether we like it or not tens of millions of people depend on it to survive. And that has been the case since the dawn of history.

    You have a short memory of what the late Prime Minister has said about the relevance of Axum referring to Obelisks, I presume to Wolaita which part of an ethnic homelands that “Axum Lewolaita minu new”. If that is position with the GERD on the Blue Nile River, originating in the Amahara Kill as was the case with Axum in the Tigrai killil/ethnic enclave, whichis at odds with Wollo and Gonder over districts annexed to Tigrai by TPLF and ruling the country under ethnic agenda, rather than national agenda for unity, territorial integrity, soveignity of Ethiopia and Ethiopians, staging a national fervor over the Nile is to put the silent majority of Ethiopians at unnecessary confrontation with Egypt, while at same time ceding a chunk of land to the Sudan and leasing land to Egypt inside Ethiopia, when there are other 22* tributaries that could be harnessed both for irrigation and electric power and /or reduce the size of the dam to a reasonable size that allows for the gravitational flow of the Blue Nile, which is natural gift to the down stream riparian countries. Simultaneously even many years a priori 23 years under the TPLF/eprdf regime the wise men including you should have thought of pre plan for revitalizing the water catchment basins of the Northern and central high lands to retain soil moisture, to contain runoffs of water and soil into river delta of Egypt and now the siltation of the dam, in addition to loss of water by high evaporative demand at the present location to say the least draining on the overall economy, subjected to inflation and high unemployment, where The dam project serves crony capitalism of TPLF/Political, TPLF/Effort, TPLF affiliated enterprises and foreign corporations in terms of contracts.

    Under scrutiny, infiltration by the TPLF/eprdf regime, the leaders of the New generation Party, you are being sarcastic about are in detention, journalists are in prison, politicians are in prison for their dissent with the regime and any party has to have permission to demonstrate while their obligation is to inform that they are having a peaceful demonstration. Do you think, this would happen if the TPLF/eprdf regime is people-oriented, democratic government, elected to govern by the consent of the governed, would have prevailed this long.     Such thoughts of questioning the “Ethiopian Nation” was delivered by the predecessor of Meles; he was the leader of the Ethiopian Student Movement by the name Walleligne Mekonnen; I have quoted him before but to remind you again here it is!

    Aha – what I am trying to say is if you have a beef with the “ national question” it got to be with ESM as a whole not just with one individual or group.

    Meles said what he said but, was not out of line from the historical perspective of ESM.

    I give him credit for practically going a complete circle around ‘the national question” and laid the foundation stone for the “national fervor”, the game changer, the Grand Ethiopian Renaissance Dam (GERD).

    Not only he chose the right timing but built the national defense with a small budget making it second to none in the region to be able to withstand and make our enemies think twice before starting a war.

    The GERD has as much energy as 6 nuclear reactors but, it is built for peaceful use.

You view of nations and nationalities/a multi National State from the point of view of Dr. Negasso Gidada Solan and perhaps Obo Lencho Letta as I have redefined his argumentative positions align their views with that of Netherlands and Switzerland with the ideology of conciationalism, based on the existing ethnic federalism/ethnic homelands, not China as yours is with China which is also a non-democratic government, perhaps much akin to the TPLF/eprdf regime.     In retrospect, I believe the fake national fervor where the is national agenda but ethnic agenda, never the less ethnic minority agenda now and future majority ethnic agenda, where you draw analogy from china and they draw analogy from Netherlands which served a different purpose, and I am drawing analogy from Germany with 50 feudal kingdoms into one nation and later the unification of East and West Germany under one democratic government, a one nation state for Ethiopia, where the diverse ethnic groups can develop their languages and cultures in hyperspace and develop their country as a whole according to ecological regions as the Rift Valley, the Northern and the Central and the South Eastern Highlands, and the subtropical savannah lands of the West and the South West as being an objective way to look at from the perspective of Ethiopian Nationalism to develop infrastructures and development of the natural resources, whereby by the individual has the freedom to feel this land is my land from East to West and from North to South, by putting his/her Ethiopiawinet first before ethnicity, ones national interest ahead of ones self interest and being loyal to the silent majority taxpayers rather than party alliances with ethnic agenda, rather than national agenda as paradigms for reflective thinking in the likes of Dawi and supporters of the TPLF/eprdf regime and mirror image parties included.

    I disagree, in fact I will say Wallelign was the norm. EPRP and TPLF and others are the off shoot of the norm which is the Ethiopian student movement (ESM). The concept of “Self determination including secession” was debated openly with serious contentions & consensus in ESM and the groups.

    I was only pointing out the source of the ideology behind the ethnic federation. In other words, what started in ESM is what TPLF/MLLT fooled around with in the real world. It is not “anomaly” as you and many make it look like.

    Be that as it may, now Meles had eventually arrived and developed the “Developmental State concept” applicable to the African setting. That is what EPRDF calls the vision today.

    That is how capitalism worked in a developmental state as in South Korea and others like them. My opinion is groups like EFFORT, METEC, TERET, Ale Gimla are likely to be more people oriented & accountable to them than say individuals who own the means of production. As Dr. Minga explained in one of his writings in the past, all these organizations can start selling stocks and be open to all.     That said it reinforces the non-violent uprising for economic and political freedom of the individual stronger than ever before as the case was with ex-apartheid South Africa by the Dutch Boers.
